Gregory Killpack
Greg Killpack is our Chief Executive Officer. Greg has over 24 years of experience in the rural telecommunications industry. He started in the industry as a systems engineer and has worked in every aspect of the business, bringing hands-on corporate and operational experience as well as expertise in regulatory policy, legislative affairs, and technology initiatives. Before joining Signal Telcom Partners, Greg was the CEO/General Manager of Emery Telcom in Utah. During his tenure at Emery, he increased regulated and non-regulated revenue by more than 500%. Greg has served in varying capacities on numerous local, regional, and national telecommunications industry boards and committees. He currently serves as Chairman on the NTCA Retirement & Security Committee.

Robert Williams
Bob Williams is our Executive Director of External and Regulatory Affairs. Bob has almost 40 years of experience in the rural telecommunications industry since starting with Oregon Farmers Mutual Telephone Company in 1970. As a past Chairman of OPASTCO and Member of the OPASTCO ad hoc USF Committee, Bob has been an active participant in the regulatory arena for many years. He has an intricate understanding of the changing regulatory landscape and is a strong advocate for the Signal companies and for independent rural telephone companies generally. Before joining Signal Telcom Partners, Bob was the CEO of Oregon Farmers. Bob has served on numerous local, regional, and national telecommunications industry boards and committees, and was a past member of the Board of the Missouri Telecommunications Association.

Lynn Schwartz
Lynn Schwartz is our Corporate Controller responsible for the financial and administrative functions of all the Signal Telcom companies, including accounting, financial reporting, audit, tax preparation, cash management, budgeting, employee benefits and corporate insurance programs. She and the field accounting teams are also responsible for the timely integration of new acquisitions from both a financial and administrative perspective and for identifying opportunities for productivity and profitability improvement across the organization. Before joining Signal Telcom Partners, Lynn held a senior financial and administrative management position for a $500 million provider of product and supply chain solutions to professionals, who design, build, operate, maintain and use wireless technologies. Lynn is a CPA and holds an MBA from Loyola College in Baltimore, Maryland.

David Shipley
David Shipley is our Western Regional Manager and Director of Video and Cable TV Operations. David manages operations for our companies located in the Western US. He also has overall responsibility for the Video and Cable TV Services of all the Signal companies. David has over 25 years of experience in the rural telecommunications industry during which he has held various operational and administrative positions, including 13 years as an independent contractor providing technical and consulting services to urban and rural telephone companies. Before joining Signal Telcom Partners, David was the General Manager of Rye Telephone Company and South Park Telephone Company. David is currently a board member of the Colorado Telecommunications Association (CTA), Pueblo Association of Home Builders (PAHB), and Colorado City Parks & Recreation.

Twyla Moss
Twyla Moss is our Director of Settlements and Regulatory Reporting. Twyla specializes in Part 32 Accounting functions, preparing toll separations studies and NECA settlements reporting requirements. Twyla has over 30 years of experience in the rural telecommunications industry, beginning her career with a rural telephone company located in Oklahoma. Before joining Signal Telcom Partners, she worked for two telecommunications consulting firms, primarily responsible for traffic analysis, carrier access billing services as well as preparation of annual cost of service studies.

Jovanka Mersman
Jovanka Mersman is our Tariff & Regulatory Manager. Jovanka specializes in preparing and analyzing cost of services studies, revenue projections, and cash flow impacts. She also handles state and federal regulatory filings, to include access rate development and tariff filings. Jovanka has 10 years of experience in the rural telecommunications industry. Before joining Signal Telcom Partners, she was a Client Manager for a telecommunications consulting firm.
